Usa - niagara falls - generating electricity?

There are three Generating stations on the Canadian side....soon to be four, although when the fourth becomes operational, they will no longer be using the older first station at the base of the Falls. Clearly, we consume it to its full potential, but we could actually divert more water and generate more......but then people would just consume it faster.
